Mental Health and Substance Use
The Problem
Sometimes, people experiencing a mental health crisis may be admitted to an emergency department, arrested, or incarcerated. These places may not have the resources to address a mental health emergency.
Crisis Intervention Training teaches police officers how to respond to and de-escalate situations resulting from a mental health crises.
Mobile Response and Stabilization Services can respond to mental health emergencies and provide safety assessments, de-escalation, peer support, and skill building services.

Crisis Intervention Team Training
What it is
Crisis Intervention Team Training teaches police officers how to safely resolve encounters with individuals with mental illness.
What it does
Reduces risk that an individual or officer will be injured during a call
Reduces likelihood of arrest or incarceration with mental health treatment is more appropriate
Connects people in need with mental health treatment services
Progress
In Quarter 1 of 2023, 1 officer training was conducted with 22 participants, exceeding the quarterly goal of 15 participants. In 2022 the goal of training 60 officers was not met. We expect this goal to be met in 2023.
GOAL: Conduct 2 officer trainings each year.
GOAL: Train 60 officers each year.

Mobile Response and Stabilization Services (MRSS)
What it is
MRSS teams assist individuals experiences mental distress, provide in-home services, and connect individuals with on-going support systems. An MRSS team can perform safety assessments, de-escalate crisis situations, refer individuals to resources like peer support and skill building.
What it does
Provides person-centric care and prevents future crises
Connects individuals with treatment
Improves health outcomes
Decreases costs associated with longer-term hospital stays
Eliminates unnecessary emergency department visits
Reduces utilization of law enforcement
Reduces homelessness
Progress
The CHIP Team is currently pooling resources to form a Mobile Response and Stabilization team in Mahoning County.
